 In order to spend the Hokudai-sai safely, please understand the following contents. Especially, please be aware of the following four points.

  1. During the Hokudai-sai, the temperature and humidity are higher than usual because you work in the tent during the day. On the other hand, it gets cold rapidly at night, so it is expected that you will be in an environment where you are likely to get sick due to the temperature difference. Also, it is not uncommon for it to rain during Hokudai-sai. Please take a break and drink water moderately, and thoroughly manage your physical condition by wearing clothes that can cope with the temperature difference and preparing for rain.
  2. Please confirm that there is no danger in the place where you work and the surrounding situation, and work in a safe environment. Especially when using gas stoves or electrical equipment that generates heat, be careful not to get burned.
  3. If you injure, please contact the Hokudai-sai staff wearing a mint jumper nearby or the Hokudai-sai Office.
  4. During Hokudai-sai, we will set the rest room in the N141 and N142 of the Institute for the Advancement of Higher Education for the treatment of minor injuries and temporary rest. When using, please contact the Hokudai-sai Office in advance. Also, each information booth has a first aid kit that can treat minor injuries.
  1. How to Purchase Petrol

     The petrol is not sold on the campus. Please use the gas station around the campus. When carrying petrol, be sure to use a petrol carrying can. For the groups using the rental equipment of the Hokkaido University CO-OP, one petrol carrying can is lent for each generator at the time of the generator rental.

     Refueling to the petrol carrying can by yourself is prohibited by the law at the self-service petrol station. Please ask the station staff to refuel. Also, you need to show your student ID card, so please do not forget to bring it.

    2. How to Handle Petrol
      • DO NOT spill petrol to the ground or pour it into the drain.
      • Regardless of the amount of petrol, please close the lid of the petrol carrying can tightly.
      • Put the petrol carrying can directly in your tent where it is not exposed to the sunlight. Please prepare something to shade the sunlight.
      • DO NOT use the petrol carrying can near the heat equipment or the electric equipment.
      • Ventilate the Tent occasionally.
      • Use up the petrol in the petrol carrying can as soon as possible.
      • When you return the petrol carrying can, leave the petrol in the can.
      • To prevent petrol spill, please perform a gas release (air release) to prevent petrol from spilling before open the lid.
      • When the petrol is spilled or leaked, take away the flammable materials, stop the generator, and ventilate well. Because there is a risk of ignition and explosion, DO NOT use the heat equipment or the electric equipment near the petrol. Also, be sure to tell the Hokudai-sai staff nearby regardless of the amount.
  2. About Drum Code

    • To prevent the fire, please use the drum code in the fully extended. If you use it without extending, there is a possibility that the code will heat up and ignite or break.
    • When it rains, please put the drum code in your tent.

 During Hokudai-sai, fire extinguishers are installed in the designated areas. Please be sure to know at least two fire extinguisher installation areas near your tent.

     In the IFF block, fire extinguishers are installed in the following Tents.

     Philliipines (IFF2), India (IFF4), Uzbekistan (IFF6), Indonesia (IFF8), Ethiopia (IFF9), Zambia (IFF11), Nigeria (IFF12), Nepal (IFF14), Pakistan (IFF16)

  2. Note on Fire Extinguisher Installation Area

    • We will distribute the fire extinguisher and the Sign for the Fire Extinguisher Placing Region on June 7th (Fri) at the HUISA Tent. If your Tent is the fire extinguisher installation area, please post it in a place where it is clearly visible to visitors and other groups, such as the front of the tent. Please use protective tape or masking tape for posting.
    • About the posting place of the Sign for the Fire Extinguisher Placing Region, please refer to the D-Booklet 2024 P.11 "Posting Notices".
    • When distributing the fire extinguisher, please check whether there is no abnormality in the fire extinguisher. When returning, the Hokudai-sai staff will check at the HUISA Tent.
  3. About the Distribution of the Sign for the Fire Extinguisher Placing Region

  5. Note on Storage

    • DO NOT give a strong impact to the fire extinguisher.
    • Install the fire extinguisher in the place where it is easy to confirm and use.
    • DO NOT put the fire extinguisher in the place where it may rust, such as near the water. In case of rain, please put it in your tent.
    • DO NOT install the fire extinguisher in the unstable place.
    • In order to bring the fire extinguisher immediately in case of emergency, the group members should know the position and how to use the fire extinguisher.
    • Even if the group that is designated as the fire extinguisher installation area finishes the business, please manage the fire extinguisher in your area until 17:00.
  6. About the Penalty

     For the following cases, the group that managed the fire extinguisher will pay 6,000 yen as the replacement purchase fee.

    • When the fire extinguisher is lost, damaged, or broken
    • When using the fire extinguisher inappropriately
    • When we confirm the abnormality due to inappropriate use of the fire extinguisher at the time of return

    * Use the fire extinguisher without hesitation in case of fire.

  7. How to Hold the Fire Extinguisher

    When You Bring

     DO NOT touch the yellow safety plug. Please carry it by holding the neck.

    When You Use

    1. Please pull out the yellow safety plug.
    2. Please remove the hose and direct it to the fire.
    3. Please squeeze the lever strongly and spray.

 The Heat-Resistant Board set under the heat equipment or the electrical equipment and used to prevent the desk from burning due to the heat generated by the use of the heat equipment or the electrical equipment.
 If you use the equipment that becomes hot on the desk, be sure to set the Heat-Resistant Board. However, the Heat-Resistant Board does not completely insulate.

 When using the Heat-Resistant Board, please follow the following items.

  • To prevent the Heat-Resistant Board from being damaged, roll the aluminum foil around the Heat-Resistant Board before using it. Please prepare the aluminum foil by each group.
  • DO NOT cut or decorate the Heat-Resistant Board.
  • Please be careful not to damage anything sush as the desk.
  • The tent using the strong Heat Equipment such as the charcoal grill should use the concrete block instead of the Heat-Resistant Board.
  • Beacuse the Heat-Resistant Board is fragile and easy to break, please handle it with care. If it is broken, we will replace it, so please bring the broken Heat-Resistant Board to the Safety Goods Tent (屋外配分所).

 Every year, theft damage during the Hokudai-sai is reported one after another. The Hokudai-sai Executive Committee does not take any responsibility for theft during Hokudai-sai, regardless of the theft location. Please take responsibility for managing money and goods by groups and individuals, such as deciding who monitor equipment and goods.

 Every year, the money trouble caused by the post-payment act called "Tsuke" is reported. The post-payment act is prohibited during Hokudai-sai. If the post-payment act is found, it may be subject to disposal, so please be careful. Also, the Hokudai-sai Executive Committee does not take any responsibility for money trouble.
