 Despite the scale or content of the event, in case of an accident or an emergency, please contact the Hokudai-sai Office immediately. The Hokudai-sai Office will confirm the situation and contact the fire station or the police as necessary. However, if the situation is clearly urgent, please call 119 (fire and ambulance), or 110 (police) by yourself.

  1. When an earthquake occurs

    • Secure your own safety by evacuating outside the Tent. If possible, stop using fire equipment and a generator (you can do that after the ground shaking have quieted down).
    • In case of a fire accident, call 119 first, and then the Hokudai-sai Office. Please call out "Fire!" to the people around you and extinguish the fire using a fire extinguisher if possible.
    • When you evacuate, go to the safe place as instructed by the university staff or the Hokudai-sai staff.
  2. When a fire occurs

    • Call 119 first. Then, please contact the Hokudai-sai Office immediately.
    • Please call out "Fire!" to the people around you and extinguish the fire using a fire extinguisher if possible.
    • When petrol or oil catch fire, DO NOT pour water. USE a fire extinguisher instead.
    • Please check more than two fire extinguisher installation area in advance (see here).
  3. When petrol leaks

    • Immediately stop using heat and electrical equipment, including generators.
    • Keep combustible materials away from the petrol.
    • Immediately ask Hokudai-sai staff or contact the Hokudai-sai Office.
    • Cover leaked petrol with a towel as much as possible.
  4. When an injury or sudden illness occurs

    • Please contact the Hokudai-sai Office. If the situation is clearly urgent, please call 119 first.
    • We will transport the serious patient to the hospital. Please perform Basic Life Support with the Hokudai-sai staff or the person who can give appropriate instructions (See below for Basic Life Support).
    • Please check the location of the AED in advance. In principle, AEDs are installed at the entrance of each faculty.
  5. When a typhoon or heavy rain occurs

    • We will inform you of the cancellation or temporary suspension of the Hokudai-sai by e-mail or information dissemination by the Hokudai-sai staff.
    • For the safety of the participating groups and visitors, we may ask you to suspend your business either temporarily or permanently referring to the forecast, warnings, and advisories of the Japan Meteorological Agency. Please be aware of this in advance.
  6. Other

    • When you find trouble such as a traffic accident, a suspicious person, a suspicious object, or a quarrel, please contact the Hokudai-sai staff wearing a mint jumper or the Hokudai-sai Office immediately.

 If you find a person who has fallen, is not responding to your calls, or is not breathing, please contact the Hokudai-sai Office or ask Hokudai-sai staff. Please perform the following Basic Life Support with the Hokudai-sai Staff or someone who can give appropriate instructions.
 AED’s voice instruction is done in Japanese. If you are not familiar with Japanese, ask for help from someone who understands Japanese.

  2. Check for Reactions
     Tap the patient on the shoulder and call out loudly, "Are you all right?" to check for a reaction.
  3. Call for Help
     Call out to the people around you and ask them to call for help. Give specific instructions as follows.
    • "Call 119."
    • "Bring an AED." (If possible, indicate the location.)
    • "Call the Hokudai-sai staff."
    • "Contact the Hokudai-sai Office."
  4. Open the Airway and Check for Breathing
     Place the patient on his/her back, put your hand on the forehead, and tilt the head back. Place it under the chin and raise the chin.
     Sit by the patient and watch his chest rise and fall to determine if he/she is breathing normally, within 10 seconds.
     If the breathing is not normal, proceed to give ➄Chest Compressions.
     If the breathing is normal, place the patient in the recovery position and secure the airway (see below).
  5. Chest Compressions (30 times)
     Apply
     "STRONG"…5cm sinking depth, Straight without bending the elbow
     "FAST"…100 ~ 120 times per min
     "CONSTANT"…30 times
    pressure to the center of the chest.
     After 30 times, proceed to ➅Artificial Respiration. Repeat ➄Chest Compressions and ➅Artificial Respiration until the AED arrives. If you get tired, take turns with someone around you.
  6. Artificial Respiration (2 times)
    *If you are not confident, repeat ➄Chest Compressions until the AED comes.
     Pinch the nose and perform Artificial Respiration to the extent that the chest rises, taking about 1 second.
     When finished, return to ➄Chest Compressions and repeat ➄Chest Compressions and ➅Artificial Respiration until the AED arrives.
  7. Attach the AED
     Open the lid of the AED, turn on the power, and follow the AED's voice instructions. Open the electrode pad and peel it off from the seal. Peel off the upper body clothing and place the adhesive side in place.
     When you hear a voice saying, "Do not touch the body (Karada ni fure naide kudasai)", ask people around you to move away and make sure no one is touching the body.
     When the voice saying "No need for shock (Shokku wa fuyo desu)" is heard, immediately resume chest compressions ➄Chest Compressions.
  8. Electric Shock
     When a voice saying "Shock is required (Shokku ga hitsuyo desu)" is heard, the AED starts charging. Call out to people around you, "We are going to administer a shock. Move away! (Hanarete!)".
     When charging is complete, a voice will be heard saying, "Please press the shock button (Shokku botan wo oshite kudasai)". Make sure that no one is touching the body and press the shock button.
     When you hear a voice saying, "Please start chest compressions immediately (Tadachini kyokotsu appaku wo kaishi shite kudasai)", resume ➄Chest Compressions and ➅Artificial Respiration.
     After 2 minutes, the AED will again say, "Do not touch the body (Karada ni fure naide kudasai)". Follow the AED's voice and perform the same operations as for ➆Attach the AED and ➇Electric Shock.

 Put the patient in the recovery position when waiting for an ambulance while the person is unconscious but breathing normally. Be sure to call 119 before placing the patient in this position.
 If the injured or sick person is unconscious and not breathing normally, perform Basic Life Support as described above.

  1. Lay the patient on his/her side, lower jaw forward, and place the face on the back of the upper hand.
  2. Bend the upper knee at 90° to prevent the patient from falling backward.
